CANADA - IMMIGRATION MINISTER INTENDS TO INCREASE NUMBER OF NEW IMMIGRANTS

The Canadian Minister of Immigration, John McCallum, stated his intention to “substantially increase” the number of new immigrants to Canada. This will in order to fill labour shortages, with a three-year immigration plan expected to be unveiled this season (autumn). “We’re going to reduce some of the barriers in our immigration system . . . we think it can be simplified. We think there are some rules which are no longer necessary,” added McCallum.

The Liberal government of Canada showed its immigration plan for the year 2016 which projected that Canada would be welcoming around 300,000 new permanent residents this year and thus marking the highest projected immigration level in modern history. It is also said that it is seven percent increase for the 2015 plan.

The yearly immigration plan is naturally tabled each fall with objectives for the following year and the plan for 2016 was delayed due to the general election and change of government.

The 2016 plan marks is to increase to about 20,000 in the total number of new permanent residents to be admitted. Indeed, the 2015 plan witnessed an increase of 20,000 over the previous year. Therefore, the 2016 target is about 40,000 higher than that for 2014.

The plan will allow between 2,80,000 and 3,05,000 permanent residents into Canada in 2016. Thus making Canada as one of the countries having highest number of new Immigrants lately. The Government is also looking to bring in new immigrants for the development of the country.

Through many economic immigration programs new immigrants land in Canada through the new programs which have been newly announced by the federal economic immigration programs processed through the Express Entry selection system, as well as the various Provincial Nominee Programs and the Quebec Skilled Worker Program that has been set to accept to be selected.

The 2016 immigration levels plan required and have increased the overall number of new immigrants to Canada this year with the economic categories together has seen a slight decrease in their overall numbers which the government seeks to boost numbers through family reunification and refugee/humanitarian programs.

The Minister of Immigration wants to make a substantial increase in number of migrants with resolving labour shortages, it is likely that the new plan will seek to increase the number of immigrants through the economic programs, as such the programs specify positive labour market outcomes as a primary objective, which may be achieved without reducing immigration through other categories, as the overall number is expected to increase.

After the first few Express Entry draws that was introduced in 2015, the number of Invitations to Apply issued and the number of comprehensive points required in order for an applicant to receive an Invitations to Apply stayed relatively consistent and thus with the lowest CRS cut-off point in 2015 having been 450.

Remarkably, a majority of applicants e who received Invitations to Apply in 2015 had ‘core’ comprehensive points scores of less than 450. Core comprehensive point scores indicate a candidate’s point total without the additional 600 points for a qualifying job offer or enhanced provincial nomination.

In 2016, the number of Invitations to apply issued per draw has decreased, and there has been a slight increase in the median comprehensive points cut-off score for applicants. Proactive applicants have been able to reach these scores by improving their comprehensive points score, which may include attracting the attention of a Canadian province and being issued an enhanced provincial nomination certificate.

However, the Immigration Minister’s recent comments about increasing immigration numbers with the aim of solving labour shortages may give current and future Express Entry candidates real hope that Canada will accept more immigrants through the new system in the near future, with the consequence that comprehensive points cut-off scores may become lower. In addition, the government has pledged to review the system and make changes where appropriate. These changes may occur at any time, and, as a result, candidates in the pool may see their ranking change for the better, placing them in line to receive an Invitations to Apply at a following draw.

Also, McCallum’s department is likely to make a number of other changes before the end of 2016, including modifications to the Canadian Citizenship Act and changes to the Temporary Foreign Worker Program.  The federal government and Canadian provinces alike seem to be on the same page with a clear message to bring around the world the period is right to come to Canada.

When submitting few forms look to be straightforward, some of them require extensive information and details that need to be furnished before lodgment. And it is important that all supporting information are gathered well in advance prior to lodging the Expression of Interest application so that when you are given 60 days time the applicant will be in a position to provide all information to lodge a successful Immigration application. At the same time additional information are to be provided with address history, detailed travel history and work history timeline.

The important factor is also to be looked in the work forms as most of the applicants find it difficult in obtaining the supporting documents for the work history and while making such errors can decline the Immigration application.

Applicants can apply under Express Entry system which includes: The Federal Skilled Worker Program, The Federal Skilled Trades Program and The Canadian Experience Class and obtain their family visas provided they have the pass mark.

Applicants need to assess their eligibility before they can proceed in lodging a Express Entry application. All applicants must meet minimum language requirements in either English or French and also have their qualification assessed with ECA (Educational Credential Assessment).
