CANADA INVITES MAXIMUM APPLICANTS IN CANADA EXPRESS ENTRY HISTORY FROM ALL PROGRAM (FSW, FST, CEC) ON 18TH NOV 2020

The 167th  Canada Express Entry latest draw inviting applicants for permanent residence took place on 18th November 2020 which was an all-program draw.  Express Entry is Canada’s immigration application management system for three federal economic-class programs:  Federal Skilled Worker Program,  Federal Skilled Trades Program  and  Canadian Experience Class.  About 5,000 candidates with a minimum Comprehensive Ranking System (CRS) score of 472 received an invitation to apply (ITA).  

The latest CRS cut-off score decreased by 6 points compared to the previous all-program draw which took place on 5^th November 2020.  The tie-breaking rule for this Canada Express Entry draw was applied to profiles at 472 Canada immigration points submitted after October 27, 2020 at 06:18:11 UTC.

The statistics of the 18^th November Express Entry draw  is the largest in the history of Express Entry, which came into operation nearly six years and 167 draws ago, bring into line with the government of Canada Immigration plan to achieve the record numbers of new permanent residents in 2021 through to 2023, with record high targets for the federal economic immigration programs administered through Express Entry. Additional invitations finally leads to more applications through the Canada immigration programs.

AS OF 16TH NOVEMBER 2020, THE APPLICATIONS ON CRS SCORE WERE DISTRIBUTED FOR APPLICATIONS IN THE EXPRESS ENTRY POOL AS FOLLOWS:

The following table displays the distribution of candidates in the Canada Express Entry  pool numerous days before the latest Canada Express Entry draw. As of 16th November 2020, there were a total of 1,46,965 applicants in the Express Entry pool. The score distribution may change as people submit new profiles and other profiles expire.  The table numbers not in bold are a detailed breakdown of the bold number immediately above.

Applicants in these programs, as well as some Canada Provincial Nominee Programs (PNPs)  are given a score based on the CRS points. Also, points are given depending on applicant’s human capital factors such as age, education, work experience, and language ability in English or French. The maximum scoring applicants receive an Invitation to Apply (ITA) for Canadian permanent residence in an Express Entry invitation round.

This year, the CRS obligation has typically drifted above 470 for all program draws. The Federal Skilled Trades Program-only draw on 6^th August 2020 invited TRADES WORKERS  with a CRS of 415, and previous Canadian Experience Class-only draws dipped into the 440 points.  Canada Provincial Nominee Programs (PNP) only draws have higher requirements because Express Entry applicants who obtain a provincial nomination are repeatedly awarded an additional 600 CRS points. PNP Canada offer another pathways to permanent residence for Express Entry applicants who have a lower CRS score.

The new draw brings the total number of ITAs issued in 2020 to 92,350.  The large number of ITAs is in line with Canada’s pledge to welcome over 400,000 new immigrants in 2021, most of them coming through the Express Entry system.  The Department of Immigration, Refugees and Citizenship Canada (IRCC) announced an all program Express Entry draw about applicants in Canadian Experience Class (CEC),  Federal Skilled Worker Program (FSWP)  and  Federal Skilled Trades Program (FSTP). 

This implies that despite the ongoing COVID-19 pandemic, the Government of Canada is committed to reaching its immigration targets for the year 2020.  This year is determining to be a new record-breaking year for Express Entry, as the number of ITAs issued to date is the highest it has ever been.

Also, Province Nominee Program Canada (PNP)  applicants remain to be invited as well to permit provinces to meet their labour market requirements. 

NEXT EXPRESS ENTRY DRAW:  We are unable to predict when the next draw will take place for candidates to be selected in the all program draw. Though, information and data gathered subsequently the beginning of Canada Express Entry in 2015, there is a clear pattern on when the draws take place orelse generally on Wednesdays, every two weeks.  And this draw has proven that the 18^th November Canada Express Entry draw is the largest in the history of Express Entry,  which came into operation nearly six years and 167 draws ago, bring into line with the government of Canada’s Immigration plan to achieve the record numbers of new permanent residents in 2021 through to 2023, with record high targets for the federal economic immigration programs administered through Express Entry.

INVITATION TO APPLY:  An Invitation to Apply (ITA) is sent to the immigration candidates in the Express Entry pool who are chosen by Immigration, Refugees and Citizenship Canada (IRCC). ITAs are allotted on a priority basis when a draw is conducted from the Express Entry pool, meaning that only those with the highest CRS score will obtain an ITA. 

Each Express Entry draw has a cut-off minimum score, only those who are allocated a CRS score above or equal to the cut-off score will receive the Invitation to Apply. For those who have a CRS score equal to that of the cut-off score, candidates who have been the longest in the pool will receive the ITA.

At the same time an Invitation to Apply (ITA) is not to be confused with  Federal Skilled Workers (FSW), Federal Skilled Trades (FST) & Canadian Experience Class Program(CEC) eligibility to the three federal programs of Express Entry, or with a job offer from an employer or with the Provincial Nomination Programs.

An application under the Skilled Worker category must make sure that the candidate's occupation is on the current Occupation list. The qualifying occupations are named by NOC (National Occupational Classification)  and are based on the main duties performed. The Comprehensive Ranking System (CRS) ranks immigration in the Express Entry pool selection process on profile requirements are as follows:

• Human capital factors such as age, 
• Level of education, 
• Language ability in French and English,
• Spouse or common-law partner human capital factors, if applicable,
• Skill transferability factors, such as foreign work experience and language ability, and
• Additional factors, such as a provincial nomination, 
• A valid job offer, 
• Studies in Canada, 
• French language abilities,
• Having a brother or sister as a permanent resident in Canada or Canadian citizen.

The total score in the Comprehensive Ranking System is of 1,200 points,  the candidate will not be able to obtain the entire CRS score of 1,200 points. However, if your CRS score is below the cutoff score, and candidate has the option to be selected through the Express Entry.  

IMMIGRATION PLAN FOR 2019-2021:  On 31st October 2018, the government of Canada advised its Immigration Plan for 2019-2021. The plan reiterates the country's investment in increasing immigration targets for the period: approx. 256,000 new permanent residents over three years through the three Express Entry programs (FSW, CEC, and  FST), and an extra approx. 200,000 through the Provincial Nominee Program (PNP).
