CANADA PR AND TR APPLICATION BACKLOG TO BE CLEARED WORLDWIDE

Recently Immigration, Refugees and Citizenship Canada (IRCC) advised that the backlog has been decreased to 2.4 million applicants the huge backlog that they had on Permanent Residence (PR) applications and Temporary Residence (TR) applications. The permanent residence backlog has increased while a great drop in the backlog cleared on temporary residence applications and hopefully the processing time will start dropping as IRCC is working on clearing the backlog.

Immigration, Refugees and Citizenship Canada (IRCC) has acknowledged the backlog on both PR and TR and are taking steps to improve the speed at which applications are processed. The Immigration department states that it aims to have less than 50% backlog across all lines of business by the finish by March 2023.

To clear the backlog on schedule, IRCC has started its transition towards 100% digital applications for most of the permanent resident programs from September 2023. The immigration department has also advised that it will also accommodate application made for those who are unable to apply offline.

The transition also includes citizenship applications that are now 100% online for all applicants over the age of 18. Immigration, Refugees and Citizenship Canada (IRCC)  is aiming to make all citizenships applications digital by the end of this year, including those for minors under 18.

Immigration, Refugees and Citizenship Canada (IRCC) IRCC has also invested about $85 million in hiring about 1,250 new staff by the end of September to increase processing capacity and declares it is updating and streamlining the system.

The gap in Express Entry invitations to Federal Skilled Worker Program (FSWP) and Canadian Experience Class (CEC) applicants allowed IRCC to cut the Express Entry list and the immigration department is back to its six-month standard service for applicants to receive permanent residence invitation since July 6, each draw the numbers have also been increased from 1500 to 4750.

OUTCOME:  As per Immigration, Refugees and Citizenship Canada (IRCC) webpage that tracks the number of applications across all lines of business, there were about 2.6 million applications in IRCC’s record as on 30th September 2022. Out of which 1.1 million were within service standards and 1.5 million were considered backlog. Therefore, over the past month, IRCC has progressed towards reducing the backlog.

IRCC aims to process about 80% of applications across all lines of business within service standards, or the goal that IRCC has been set to process the average number of applications, depending on the immigration program. The service standard is changed from the actual amount of time that IRCC taking to process an application. Applications that are not processed within the service standard for their program are well-thought-out falling under the backlog.

Also, from the experience of the application process, each application has a different service standard and cannot be compared while processing permanent residence application through an Express Entry program has a standard of six months. It is lengthier for additional economic class lines of business. IRCC states its service standard for spousal and child family class sponsorship is 12 months.

Temporary residence applications have service standards that range between 60-120 days processing time depending on the type of applications submitted to IRCC based on work, study or sponsored application. If submitted within Canada or from any part of the world.
