The Federal Skilled Worker Program, Canada today has announced list of 24 occupations that are eligible under the Federal Skilled Worker Program (FSWP) to re-open from 4th May 2013. In addition, four organizations have been designated to provide the now-required independent third party assessments of foreign educational credentials for applicants who studied outside of Canada to be assessed. These credential evaluation assessments must be completed before an application is submitted.
Under the new Federal Skilled Worker Program, Canada will be able to attract the skilled immigrants to economy requires, who are the most likely to succeed and contribute presently to the skill set by the Canadian economy advised by Citizenship, Immigration and Multiculturalism Minister Kenney. With the re-opening of the new system, potential applicants must meet several key elements that will be required towards processing a new application under FSW Program.
NEW CRITERIA: All applicants who lodge under Federal Skilled Worker Program (FSWP) after 4th May 2013 should be aware that the applicant should meet any one of the new criteria. A prospective applicant should ensure they meet at least one of the following requirements:
CAP SYSTEM: An overall cap of 5,000 new applications for all eligible occupations, including a sub-cap of 300 new applications for each eligible occupation has on after 4th May 2013.
NEW OCCUPATION LIST: A new eligible occupations list, with a total of 24 occupations requires at least one year of continuous work experience in one of the below occupations.

LANGUAGE REQUIREMENT: Applicants must show proof that they meet the minimum threshold of Canadian Language Benchmark 7 in all four language skill areas: speaking, reading, writing and oral comprehension in the form of International English Language Testing System (IELTS).
PROCESSING TIME: As a result of the actions taken by the Government of Canada to deal with the massive backlogs and unacceptably long wait times, FSW applications will be processed in approximately one year,” said Minister Kenney. This will also help us transition nicely into the just-in-time immigration system of the future.”
PASS MARK: The Federal Skilled Worker Program (FSWP) selects immigrants based on their ability to succeed economically in Canada. Applicants must meet the eligibility requirements, selection criteria orelse the points grid.
The current pass mark is set as 67 out of 100 point for an applicant to score for eligibility. An applicant can score points on his eligibility for his/her age, education, work experience, language, employment already arranged in Canada, and adaptability.
EDUCATIONAL CREDENTIAL ASSESSMENT: Four organizations have been designated to conduct educational credential assessments - mandatory for applicants submitting foreign educational credentials. The introduction of the Educational Credential Assessment (ECA) is effective from 4th May 2013, all applicants should have their ECA to assess their foreign educational credential.
However an applicant must have the minimum pass mark and should also have language and work experience before his/her qualification credentials are assessed. Applicants who have Canadian educational credentials do not need to get an ECA, unless they are also submitting a foreign educational credential in support of their application towards obtaining points on the qualification.
Four organizations have been designated by the Minister to provide Educational Credential Assessment reports for purposes of immigrating to Canada under the FSWP. Additional organizations may be designated by CIC in the future. The designated organizations are:
Comparative Education Service: University of Toronto School of Continuing Studies;
International Credential Assessment Service of Canada;
World Education Services; and,
Medical Council of Canada.
The Medical Council of Canada has been designated only for those principal applicants who intend to apply with specialist physician (2011 National Occupation Classification [NOC] code 3111) or general practitioner/family physician (2011 NOC code 3112) as their primary occupation in their FSWP application.
All applicants must provide supporting documents and have their qualification assessed and the designated organisation will provide supporting documents required, processing times and fees.
