Skilled Occupation List (SOL) 2015 has been replaced with Medium and Long-term Strategic Skills List (MLTSSL) effective from 19th April 2017 and is available in Schedule 1 of the relevant legislative instrument.
There are only certain occupations are approved for use under Australia’s permanent and temporary skilled visa programmes.

The Skills list classifies specialised occupations of high importance and includes managerial, professional, associate-professional and trade occupations.

An eligible applicant whose occupation is not on the MLTSSL, but the occupation is on the STSOL then the applicant can still qualify to lodge Residence visa with State sponsorship / Nomination.
Applicants need to assess their eligibility before they can proceed in lodging a Express Entry application to Australia. All applicants must meet minimum language requirements in either English and also have their qualification assessed with the relevant Skills Assessment body.
