It has been advised that The Department of Labour has reviewed the Essential Skills in Demand Lists – including the Long Term Skill Shortage List (LTSSL) and the Immediate Skills Shortage List (ISSL). And the Canterbury Skill Shortage List (CSSL) will also be updated soon. The changes for all three will come into effect from 5 December 2011.
LONG TERM SKILL SHORTAGE LIST (LTSSL)
The Long Term Skill Shortage List (LTSSL) has recognized occupations that have an absolute continued and ongoing shortage of skilled workers both internationally and throughout New Zealand. Applicants who gain employment in one of these occupations may be given a work visa under the LTSSL Work to Residence or Essential Skills instructions. Applicants who are applying for residence under the Skilled Migrant Category could gain bonus points towards their application if an applicant has an offer of employment, work experience or qualifications in an area of absolute skill shortage identified on the Long Term Skill Shortage List.
The changes to the Long Term Skill Shortage List has brought the recent review are as follows:
The addition of five occupations
The removal of two occupations
Changes in the requirements for several listed occupations
The addition of an explanatory note at the end of the list.
Occupations that have been added are as follows on the Long Term Skill Shortage List:
1. Agricultural Scientist (Farm Systems Scientist)
2. Social Professional nec (Applied Social Scientist)
3. Life Scientist nec (Animal Scientist or Bioinformatics)
4. Biotechnologist (Genetics Scientist), and
5. Environmental Research Scientist (Water Quality Analyst).
Occupations that have been removed from the Long Term Skill Shortage List:
1. Secondary School Teacher, and
2. Early Childhood (Pre-primary School Teacher)
Applicants can be still recruited by the employers in any occupations that have been removed from the list towards the process of their application. The employer will need to show genuine attempts to employ appropriate New Zealand citizens or residents and Immigration New Zealand will check a labour market test before the application can be approved. If the requirement is met and shows that there are no suitable New Zealand citizens or residents available in that position, temporary work visas may be given to the applicants who apply from overseas.
New requirements:
There are other changes to the Long Term Skill Shortage List (LTSSL) are made to explain certain qualification, work experience or registration requirements. Full details on the new requirements will be uploaded soon.
IMMEDIATE SKILL SHORTAGE LIST (ISSL)
The Immediate Skill Shortage List (ISSL) recognises occupations which have an urgent requirement on shortage of skilled workers either throughout New Zealand or in certain regions. Applicants wishing to work in occupations listed on the Immediate Skill Shortage List may be issued work visas under Essential Skills instructions if they meet the requirements under the skills criteria.
Occupations deleted:
The present review identified two occupations (Primary School Teacher and Early Childhood Teacher - Montessori Teacher) to be removed from the Immediate Skill Shortage List as there are no longer shortages in these areas. No new occupations will be added to the Immediate Skill Shortage List.
Employers can still recruit migrants in these occupations that have been removed from the list. CANTERBURY SKILL SHORTAGE LIST (CSSL)
The Canterbury Skill Shortage List (CSSL) has been brought in as a new temporary list that gives significance to the occupations that are needed during the rebuilding in Canterbury. The list identifies the occupations that are in shortage and required for rebuilding Canterbury region. Based on the review of the Essential Skills in Demand Lists, the needs for the following four occupations will also be updated:
Civil Engineer
Electrical Engineer
Structural Engineer
Upholsterer
